It's a common sense law to prevent businesses and individuals from overwhelming public storm drains. Was it excessive to apply it to a person dumping a partial coffee? Yes. Did the council reverse the fine and apologise? Yes.

      The lady got the fine reversed and an apology. The local council was humiliated by the whole affair.

      There are many ways to describe the British government, "all-powerful" is not one of them.
